JLPW Senior Partner Jeff Leong visits Kunming Arbitration Commission (KAC) and signs MOU on behalf of Borneo International Centre for Arbitration And Mediation (BICAM)
On 15 April 2024, as Borneo International Centre For Arbitration And Mediation (BICAM) Council Member, I visited Kunming Arbitration Commission (KAC) in Kunming, Yunnan Prefecture, China to introduce BICAM and met with Deputy Director and Secretary-General Mr. Duan Xing.
Mr Duan Xing introduced KAC and its work for the past 29 years and warmly welcomed mutual cooperation with BICAM, especially in the coming years when “Chinese Go Out” enterprises venture in big numbers into Malaysia and the ASEAN region for investment and trade.
I thanked Mr. Duan Xing for the warm reception accorded to BICAM’s visit in the presence of leading arbitrators and international lawyers from top law firms in Kunming.
I also introduced the important role BICAM will play in resolving China ASEAN and Belt And Road Initiative disputes in the coming years, especially with the construction of Indonesia’s new capital Nusantara in nearby Kalimantan.
Both institutions expressed the importance of arbitration and mediation as inseparable from Chinese enterprises’ overseas investment and trade in Malaysia and the ASEAN region.
Lawyers representing top law firms in Kunming also expressed their views on the importance of China Malaysia relations (especially during the 50th Anniversary of China Malaysia Diplomatic Relations this year) and strongly supported mutual cooperation between Kunming Arbitration Commission and BICAM.
Finally, Mr. Duan Xing and I signed a Memorandum of Understanding on behalf of KAC and BICAM respectively.
My fellow JLPW Senior Partner James Wong and I also introduced our law firm’s China Services Group and our legal services for Chinese investments in Malaysia (including FDI advisory, IPOs and M&As, dispute resolution and also project development and Islamic finance), citing examples of ongoing projects for Chinese clients in Malaysia and legal retainers for some of China’s leading multinational companies.

I founded JLPW in 1999 during the 1997 Asian Financial Crisis with 2 other founders. We were deep into corporate rescues and mergers of banks, insurance companies and stockbrokers to resuscitate the bleeding Malaysian economy, working on some of the major corporate rescues of the 1997 Asian Financial Crisis.
Affiliations with Deacons Graham & James 2001- 2012 and Dacheng (now Dentons China) 2012-2016 quickly followed. In 2012, we founded JLPW CROSSBORDER ASIA, a regional law firm network.
In JLPW, we developed the current due diligence system adopted and used by industry participants in capital markets transactions in 1999. I assisted the review of the 2020 Due Diligence Guide for Malaysia with investment bankers, accountants, capital market lawyers and other industry participants.
I currently lead our Japan Services Group, assisting Japanese companies venturing into Malaysia and South East Asia with market entry strategies, M&As and post merger integration advisory together with our Japanese speaking team.
I am also leading our China Services Group and regional JLPW Belt and Road Services Group assisting Chinese companies investing and undertaking Belt and Road projects in Malaysia and other ASEAN countries.
As leader, strategist, chief talent scout, builder and problem solver, I have initiated and developed various practice groups in JLPW and am now leading our Legal Tech initiatives to better support our clients in the new Digital Economy.
